UGC: Establishment and Functions

One year after the Independence of India, University Education Commission was set up in 1948 under the chairmanship of Dr. S. Radhakrishnan to report on Indian University Education system and propose suggestions of improvements in it. It recommended the reconstitution of University Grants Committee which was formed in 1945 as per the model of University Grants Commission of UK. As a follow up, University Grant Commission was set up in India and was formally inaugurated by Shri Maulana Abul Kalam Azad on 28 December 1953. UGC was set up as a statutory body of GoI in 1956 through an act of Parliament for the coordination, determination and maintenance of standard education of India. Also, it holds the responsibility of allocation of grants-in-aid from public funds to Central and other Universities & Institutions of higher learning.

Junior Research fellowship by UGC

For Humanities, Sciences and Social sciences

UGC provides Junior Research fellowship to candidates for research in Humanities, Social sciences, Language and Sciences. For this, a candidate must qualify UGC NET-JRF or UGC-CSIR joint exam. However, mere passing of these exams does not bestow fellowship upon the candidate. Candidate has to get himself enrolled in a UGC certified institution for M.Phil/ PhD degree within a span of two years after the declaration of results. After the registration in  M.Phil/ PhD program in a certified college or university, candidate receive a certain amount as monthly stipend  for a period of two years commenced from the Date of joining of the program. After the termination of this period, research work carried out by the the fellow is evaluated by a 3-membered team of experts in the concerned field. If the work is found satisfactory, tenure of the fellowship is extended further for a period of three years and the candidate is upgraded to senior research fellow (SRF) with increment in monthly stipend also. In case work is not found satisfactory, an additional year is provided to the fellow in which he will be allowed to work as JRF and evaluation is again carried out the very next year. In case of improvement, fellow is upgraded to SRF for a period of two years. Thus maximum duration of combined  fellowship (JRF +SRF)  is 5 years.

In case, Hostel accommodation is provided to the fellow by the institute, no HRA is provided subject to ceiling of HRA as per Govt of India norms.

For Ph.D. in Engineering and Technology

M.Pharma, M.E. and M.Tech students can directly apply for this fellowship and are selected through an interview conducted by the commission. There are 50 slots under this scheme per year. Minimum qualification is to have master’s degree in PharmacyEngineeringTechnology with minimum of 55 %. GATE is not mandatory to apply for this fellowship. Age limit is 40 years as on 1st July of year of award of fellowship with leverage of 5 years to women and SC/ST candidates. 22.5% seats are reserved for SC/ST students, which in case of non availability of SC/ST students can be filled by other applicants.

Applications are invited once in a year through advertisements. Received applications are scrutinized and selected students are interviewed by commission. Getting all above formalities done, joining report of the candidate is sent by the institute of University signed by supervisor and  HOD in the university to UGC. Having received the above receipt along with other relevant documents, first year stipend is released by UGC to the fellow.

UGC research fellowship in Science for meritorious students

This scheme was launched in January 2007 targeted for universities having research capability and showing promise of excellence. Amount of fellowship is Rs. 8000 per month along with a contingency grant of Rs. 6000 per year. This scheme is open to candidates who have registered for PhD in sciences in Universities with potential for excellence/ Centers with potential for excellence/Centers for advanced studies and Department of special assistance identified by UGC. Selection of the fellows for this fellowship is done by University or institute concerned by conducting interview and then documents of selected fellows are sent to UGC for the acceptance of candidature of fellow and first year fellowship is released by UGC in lump sum manner. Tenure is initially for a period of two years after which evaluation of the work is carried out by Experts committee after which tenure is extended for a term of 3 years. 

Post-Doctoral Fellowship to Women Candidates

Unemployed women candidates holding PhD degree in their concerned subject may apply for this fellowship to carry out advanced studies & research in science, engineering and technology, Humanities and social sciences in Indian Universities and colleges recognized by UGC. Candidate should not be more than 55 years of age as on 1st July of the year of award of fellowship and must have secured 55% at UG level and 60% at PG level in case of General/open category and 50% at UG and 55% at PG levels respectively for reserved categories. Total duration of fellowship is 5 years. Number of slots available under this scheme are 100 per year and candidates can apply against the advertisement published by UGC every year. Fellowship amount is Rs. 25,000/- per month for first two years and Rs. 30,000/- per month for subsequent 3 years with contingency amount of Rs. 50,000 per annum for 5 years.

Rajiv Gandhi National Fellowship for SC/ST students (RGNF)

It is funded by Ministry of Social Justice & Empowerment and Ministry of tribal affairs. This fellowship is open to candidates from SC/ST category who wish to pursue regular and full time M.Phil. or  PhD degree. There are 1333 slots for SC candidates and 667 for ST candidates released every year for all subjects including Science, Humanities, Social science and Engineering & Technology. 3% seats are reserved for handicapped students. Selection is made on the basis of merit of candidates in PG. Candidate has to get himself enrolled in M.Phil/PhD program within a period of 2 years after receiving award letter.
